GERMANY REPUDIATES BLAME FOR WORLD WAR ACTIVE PROPAGANDA LONDON, Tuesday. A message from Geneva says Germany is vigorously preparing for the Assembly of the League of Nations and the International Conference to discuss M. Briand’s scheme for a European economic federation which is to precede it. Already Germany has issued a circular to delegates to the Assembly and to international journalists outlining her propaganda in five languages. The circular says: “The world car) only expect Germany’s co-operation after a solemn international retraction of her enforced and untrue confession of responsibility for the Great War, as any attempt for real peace in Europe will be fruitless unless it Is acknowledged that Germany was not responsible for the war.” The Geneva correspondent of the “Morning Post” says Germany’s aggression, her association with Moscow and the apparent support she is receiving from Italy, are regarded there as ill omens for the success of the European Conference and the Assembly of the League.
