BRITAIN AND GERMANY PLAN CONDITIONS AGREEMENT HELPING UNEMPLOYED BERLIN, Saturday. The British Government has invited the German Minister of Labour, Herr Stegerwald, to visit London to discuss an Anglo-German agreement in regard to wages and hours of coalminers. It is believed that this is a move to alleviate in both countries the spectre of intense unemployment in the winter. The Ruhr miners already have terminated their agreements and are negotiating on a lower basis. POSITION IN FRANCE PARIS, Saturday. In contrast to Britain and Germany the official French unemployment figures show that only 942 people are out of work in this country, of whom 722 are men and 220 women.
