NORTHCOTE BOROUGH COUNCIL

The secretary of the Municipal Association of New Zealand advised the Northcote Borough Council, at the meeting held on Tuesday evening that full particulars of the judgment by the Appeal Court in the recent case regarding exemption from rating under the unimproved value of rating would be forwarded later. The Mayor, Mr. A. E. Greenslade, stated that the judgment had appeared in the Press and would materially affect their finances as well as cutting at the roots of the principle of unimproved rating. ITe had attended a meeting of local bodies in the vicinity of Auckland where rating on unimproved values existed, and the following resolution had been unanimously adopted: “That the executive of the Municipal Association he requested to ask the Minister of Internal Affairs for immediate remedial legislation consequent on the judgment delivered on August 8, 1930, in the case of Northcote Borough Council versus Buchanan, whereby the provisions of section 69 of ‘The Rating Act, 1925,’ shall not be applicable in a district where the system of rating on unimproved values exists. The council had also "communicated with the member for the district, Mr. A. Harris, M.P., strongly urging him to support the amending legislation required. In connection with this matter, Messrs. Mahoney, Dynan and Poster forwarded a cheque for £37 3s lid in full settlement on account of Mr. Buchanan for the years ending March 31, 1929, and March 31, 1930. The full amount of rates demanded was £49 2s 6d, but a rebate of £ll 18s 7d was claimed on account of the : dwelling being unoccupied for six months.

The council decided, under the circumstances, to accept this amount. Consideration of the proposed new wharf was referred to the council in committee.
