The amount devoted to j city and borough councils for work on i main highways within their boundaries j has been, according to clause 38 of the • bill, reduced by 2i per cent. The clause alters the provision under the Alotor Spirits Taxation Act, 1927. j wherein it is provided that after the deduction of administrative costs, the net petrol-tax revenue shall be apportioned giving 92 per cent to the Revenue Fund of the Alain Highways Account and the balance to boroughs of a population of 6,000 and upward in proportion to their size and population for expenditure on main highways within the borough boundaries. The new provision in the Finance Bill seeks to alter the amount paid to tho Main Highways Revenue Fund to 94-1 per cent., reducing the balance payable to cities and boroughs by 2S per
