At the outset o£ the conference with President Hoover, the Governors of the States requested financial credit facilities for the drought-stricken areas. Credit is said to be the most urgent need of the suffering communities. Rain saturated wide areas in the central, west and south States today and saved the remnants of the crops in Kentucky, Tennessee, Illinois, Indiana, Maryland, Virginia and West Virginia. Washington received its first rain since the spring, while the northern districts and the eastern seacoast are awaiting rain which is predicted for tonight.
