NAVY PACT RATIFIED BY SENATE IN U.S.A.
NO SECRET AGREEMENTS CRUISER SCHEME REJECTED United P.A.-—By Telegraph—Copyright Reed. 9.50 a.m. WASHINGTON, Mon. The U.S.A. Senate today ratified the London Naval Treaty after adopting a reservation by Senator Norris stipulating that no approval be given by ratification to any secret agreement or understanding which may exist in relation to the pact. The ratification vote was 5S to 9. A two-thirds majority vote was necessary. The vote came suddenly after more than a dozen reservations by opponents had been rejected by heavy majorities. A reservation moved by Senator Johnson to permit the United States to construct either eight-inch guns or six-inch gun cruisers regardless- of the limitations in the treaty was rejected by 57 votes to eight.
