COMMITTEEE WILL INQUIRE ON BRITAIN’S BEHALF PERSONNEL ANNOUNCED RUGBY, Tuesday. Tlie names of those who have consented to serve on a joint committee to negotiate with representatives of the Soviet on claims and counterclaims were announced in the House of Commons by the Foreign Secretary, Mr. Arthur Henderson, as follow: Viscount Goschen, formerly Governor of Madras; Sir John Dewrance, chairman of the Babcock and Wilcox Engineering Company; Mr. C. T Cramp, general secretary of the National Union of Railwuymen; Sir Max Muller, formerly a Minister in the diplomatic service; and Sir Frederick Lpith Ross, representing the Treasury. Arrangements are being made for the interests immediately concerned to be represented on the following advisory subcommittees: A sub-committee oil claims in respect of property and concessions nationalised by the Soviet Government; a sub-committee on the claims of bondholders: a sub-committee on private debts and claims other than those dealt with by the above subcommittees; a sub-committee to deal with intergovernmental debt. The last-named sub-committee on the British side will consist exclusively of members of the Treasury. The expert members of the Soviet delegation are Professors Preobrazhensky, Dolgoff, and Chlenoff, and Messrs. Arkus and Gourevitcli.
