The executive'® report referred to the preparation ®f new regulations which would be finalised after the conference. Discussing the position of the smaller bodies which were responsible for much of the extension of power to the country districts. Mr. Toogood referred to the extra charge of £2 a k.v.a. a year on the first 200 k.v.a. as a severe handicap. Answering objections to its removal, which would cost the Public Works Department £15.000 a year, he said he knew the department could not afford that, but he suggested that in view of the large profits of the larger authorities a review of the charges to th< tt» might be considered. The present charge was actually hindering the development of country extensions.
