HOOVER ELOQUENT ON NEED FOR SECURITY PACT SENATE MEETS Reed. 9.5 a.m. WASHINGTON, Mon. A meeting of the Senate was called especially to discuss the Loudon Naval Treaty. Members heard President Hoover’s message and then adjourned. "if we fail now the world will again be plunged backward trorn the present programme toward peace,” President Hoover said. “Should the opponents of the treaty decide to break the quorum at any time it would be almost within their power.”

There were nine more than a quorum present.
