FIRES BELIEVED TO BE INCENDIARISM ARRESTS FOLLOW PAPA RIOT APIA, Thursday. There is evidence pointing to incendiarism as the cause of the recent fires in the Native Department at Mulinuu and the post oflice at Apia. The police are offering a reward of £SO for the discovery and conviction of the offenders. Five men have been arrested in connection with the recent affray at Papa, Savaii, when Constable Grant was injured. It is reported that the injured man is progressing satisfactorily. The Administrator of Western Samoa, Mr. S. S. Allen, left Apia on Monday on a round of visits in Upolu. In his absence his secretary, Mr. Turnbull, is Acting- Administrator.
