ALTHOUGH Rule 452 clearly states that no handicapper shall alter the limits of races, after they have been agreed to by the Trotting Association, there have been instances where this has occurred, perhaps indirectly. In such cases the limit horses suffer through the back markers being allowed up from their previous marks. In the higher-grade events many owners give away a second or two to get their horses into the class and then back-markers receive additional advantages, which in reality further tightens the limit. It is a practice which should be discontinued and Conference may have something to say on the subject.
