BRITISH PRINCIPLES OF SELF-GOVERNMENT ADDRESS ON CHAIRMANSHIP The Part played by Parliaments particularly the Parliament of Great "Britain. in providing a basis for the laws of self-government for all organisauons, was referred to yesterday by Sir Georg© Fowlds, in addressing the Auckland Creditmen’s Club on” th® qualities of chairmanship. "All great civilisations contribute something significant to the world ” said Sir George. -The Hebrews gave religion, th© Greeks art. the Romans law, and th© British, principles of selfgovernment.”
Sir George regarded chairmanship, which required tact and impartiality as a highly-developed art. He was convinced that the principles of selfgovernment formed one of the greatest if not the greatest, contributions by the British to the world. This applied to local self-government particularly. Referring to th© necessity for impartiality in a chairman, Sir Georg© said there was some quality in AngloOeltic blood which made men of th© British race, though they previously may have been ardent partisans, extremely impartial when they were placed in posts of great responsibility in public life or law.
Should a chairman recognise that ho had made a wrong ruling, he should immediately take steps to correct it. Should he continue with the ruling, it was perhaps better for him to be dogmatic than to be weak.
