Business men in Shanghai have accused Russia of tampering with mail bags shipped by the trans-Siberian route to Europe. They assert that registered packages have been opened and some of the contents removed. France has called an international congress for aerial security to meet at Paris in September. It is proposed to have experts from all countries present.
