Thomas, Minister for the Dominions, will try to raise the Imperial Conference entirely above party interests, either at Home or overseas. It must be full of free discussion, the paper says, not excluding any question. The views of all parties should be heard and the various Parliamentary Oppositions ought to be represented, in order that the conference shall meet as an unprejudiced Council of State for the whole Empire.
