NEED NOT ACT ON- ADVICE OF COMMONWEALTH MINISTERS MAY ADVISE ONLY Reed. 8.5 a.m. MELBOURNE, Today. Speaking at the Royal Empire Society dinner, the Chief Justice, Sir William Irvine, said no right or power was included in the Commonwealth Constitution for Ministers to tender advice to the King upon which his Majesty was bound to act. In the appointment of a Governor-: General, or in any other matter, any obligation of the Sovereign to act on Ministerial advice was clearly excluded by the terms of the constitution itself.
