HANDICAPPING SYSTEM

fjpHE much-discussed question of handicapping is still causing some concern to the light-harness authorities, due to the many anomalies arising as a result of the new system. The trouble has been created mainly through the inability of some Southern adjusters to grasp the proper interpretation of the scheme.
