, -LL RESTORE DUTIES TAKEN OFF BY SNOWDEN CONSUMERS COUNCIL BILL READ LONDON, Friday. In the course of an address at Sheffield, the Leader of the Opposition, Mr. Baldwin, said the Conserva tives, if returned to power, would restore every safeguarding duty removed by Mr. Philip Snowden, Chan cellor of the Exchequer. In the House of Commons last evening, a Bill embracing the Government’s proposal to establish consumers’ councils, with power to search tradesmen’s books, while the Board of Trade will have power to fix the prices of commodities, was read a second time. An amendment by Sir Philip Cunliffe-Lister (Conservative) for the rejection of the measure, was first defeated by 266 votes to 202. The mover characterised the measure as meaning free trade for Britain’s competitors and fetters for her own industries.
