MR. W. J. POLSON’S PROPOSALS “LEVY ALREADY TOO HIGH” Press Association WELLINGTON, Monday. In an address at Invercargill on Saturday, Mr. TV. J. Poison, Dominion president of the Farmers’ Union, proposed, among other things, that the totalisator tax be increased by from 5 to 7 per cent. The New Zealand Sports Protection League states that the totalisator tax is already 10 per cent., in addition to which there is a tax of 6 per cent, on dividends and 5 per cent, on stakes. By these special and distinctive forms the State receives in round figures more, than £500,000 a year. This is really more than the sport ran bear, says a statement by the league. Any attempt to increase the rate would have the effect of depreciating the State revenue rather than increasing it. Clubs, which are gratuitous tax collectors for the Government. M ould, in many cases, be seriously crippled, and in some cases their very existence would be threatened. The last increase was imposed in 1921 and accepted by the racing authorities to nssist in the post-war financial difficulties, as » temporary measure, but it Mas made permanent in 1924. The effect of this increase has been to provide the State with very little additional revenue, while the revenue of clubs has fallen by about £200,000 a year. This has necessitated an allround reduction in stakes, course improvements and public facilities. Smaller clubs are all struggling for their existence. If Mr. Poison desires more revenue for the State, says the league, he should move to give to those who are unable to attend the course ihe right to make their investments through legal channels, instead of giving the monopoly of this business to those who defy the law.
