SHANTUNG PROVINCE MAY SURRENDER CHINA’S INTERNAL STRIFE Reed. 10.36 a.m. SHANGHAI, Friday. The rebel advance into Shantung is giving the Government anxiety sufficient to foreshadow the practical surrender of the whole province, with the exception of Tsingtao, where defences will be prepared.
