MODERATE POWERS ASKED FOR COMMONWEALTH CONSTITUTIONAL CHANGES Reed. 11.5 a.m. CANBERRA, Today. In the House debate on the Referendum Bill, Mr. W. M. Hughes supported the Government’s appeal for wider powers, but attacked the proposal to empower Parliament to alter the Constitution at will.
