The Central Executive of the Soviet Government has ordered a cessation of economic pressure, amounting to persecution, on all disenfranchised members of the population, thus ending the campaign to rid the cities and industrial areas of all unfriendly elements. These people will now be given a lodging allowance, and a food ration as well as permission to build houses and send their children to the State schools. Complete citizenship is restored to all self-supporting members of families, provided they are engaged in reproductive labour.
