PROMOTION FOR SIR ROGER KEYES Times Cable. Reed. 1.5 p.m. LONDON, Sunday. Sir Roger Keyes has been promoted to the rank of Admiral of the Fleet. Admiral Sir Roger Keyes has been commander-in-chief ot the Portsmouth station since last year. He has been "in the Navy since 18S5, and rose ranidlv through successive ranks until he became Grand Fleet captain _and rear-admiral in 1916-17. In April, 1918. ho was in command of operations atrainst Zeebrugge and Ostend, and Sf commanded the battle-cruiser squadron of the Atlantic Fleet in 1919-21. ___= _
