CHINA MAY FACE WORST OUTBREAK YET REBEL LEADERS ACTIVE Reed. 11.5 a.m. SHANGHAI, Mon. According to Japanese messages from Tientsin, a threatening war promises to be the most serious that China has yet experienced. Announcing the mobilisation on masse in Shansi Ku Minchun. Kwangsi reports emphasise a definite move against President Chiang Kai-Shek. The movement is thoroughly organised compared with previous ventures. Rebel leaders are convinced that previous failures were due to looseness of organisation. They spent last month tightening the internal bonds, and consequently it is exppeted that the worst war fought in the history pf the Republic is about to commence. It is not expected, however, the major clashes -will occur immediately, because the contending forces are still some distance apart and both are still endeavouring to offer sufficient inducement to Chang Sueh-Liang to come south of the Great Wall.
