ARREST PROTECTED TO FRUSTRATE PLANS INDIA IN FERMENT Reed. 11 a.m. DELHI, Monday. Extremists in many centres of India are following Gandhi's lead in organising a campaign of civil disobedience. An important Sikh social organisation in the Punjab has placed 5,000 volunteers at Gandhi’s disposal.
