PROSPECTS OF NEW ZEALAND AGREEMENT FALSE IMPRESSIONS SCOUTED OTTAWA, Friday. In the House of Commons, Mr. P. F. Casgrain, Liberal Whip, moved an amendment to the Conservative amendment proposing that instead of the Order-in-Council extending the Australian treaty to New Zealand being rescinded, the Government should proceed with the negotiation of a treaty, and the Order-in-Council should continue in force in the meantime. Previously the Minister of Finance, Mr. C. A. Dunning, had said there was no definite treaty at the moment, but the Government had already indicated to the New Zealand Government its desire to enter into a real treaty. The resolution before the House would be read in New Zealand and would, if passed, injure the chances of future negotiations. Mr. E. W. Rowe (Conservative) had stated that the New Zealand agreement was so serious that from Kingston to Montreal dairy farms could be bought for from £5 to £S an acre. Mr. Dunning replied that the Conservatives were getting the dairy farmers worked up about the question, and at the same time were conveying the impression that Canada contemplated closing trade channels with New Zealand without notice.
