The feeling in Labour circles Is that Monday’s conference of coal owners’ and miners’ representatives will again be abortive and that the miners are in a stronger position to resist a compromise than heretofore. This is by reason of the stiff levies to be imposed upon all unionists by the trade union conference for their sustenance.
