The Commonwealth had set up a fictitious standard of living, which was not justified by her economic circumstances. Sir Henry recommended that Australia should borrow less, abolish compulsory arbitration, reduce costs of production, revise and abolish her non* protective customs duties, practise personal and public economy, and work hard.
