Bowls and Bowlers

History has been made for bowling throughout the Empire. It can now be definitely announced that an organisation of Empire-wide proportions has been formed to govern the spoilt. New j Zealand bowlers, represented in the j Dominion of New Zealand Bowling j Association, have been given partici- i pation in laying down the policy of the j government formulated by that body, which has for its appropriate name the International Bowling Board. All component parts of the Empire where the game is played have similarly been linked up. The game, which until a few years ago was regarded as a mere pastime occupving the attention of men of mature years, has now a supreme, permanent, governing body which has for its work the unification of all the playing instruments, the laws governing the game and the placing of the sport in line with kindred sports. All the details have not yet 'been finalised. They will be, as they are being proceeded with as expeditiously as possible and it will only be a matter of a limited time before they are completed. The general principles have already been laid down. It can confidently be expected therefore that international test matches will ultimately be staged between different parts of the Empire contested by true representative exponents of the game and that the sport will thereby take equal prominence with the foremost kindred sports played by the British peoples. Enthusiasts of the game on the green have, therefore, much cause for hearty rejoicing, for it can be said that a new era for bowling is at hand. The story of New Zealand's participation reflects much credit on certain Auckland bowlers. During 1927, the Dominion Bowling Council received an invitation to attend the initial formation in July of 1928 at Glasgow. The invitation was accepted and Mr. J. W. Hardley, then president of the Dominion of New Zealand Bowling Association, was deputed to represent the bowlers of this country at that important meeting, at which representatives from Scotland, England, Ireland, Wales and Australia were also On his return to the Dominion, Mr. : Hardley tabled a comprehensive report upon the proceedings to the Dominion Council. Strangely enough, this most interesting and instructive document was not even adopted on receipt, for the reason that the board had not for warded any official communication or a copy of the minutes, although Mr. Hardley’s report was subsequently circularised by the council to the executives of their respective centres throughout the Dominion. Other meetings were scheduled and it seemed | as if the Dominion Council were pre- j pared to await further developments j and thus risk the chance through lack j of interest of New Zealand's inclusion in the operations of the board. However, certain individual enthusiasts here were not prepared to let such a splendid advantage to the sport slip by in that manner, and Mr. James Pascoe, vice-president of the New Zealand Association, who was on a business trip to England and who has done so much for the administration of the sport here, was prevailed upon to attend the last meeting of the board in July, although he had no authority for doing so from his association. The result of,this participation may be said to be a complete triumph for Mr. Pascoe personally and to the bowlers of the Dominion generally. The first point tackled by him was adequate representation—it might be explained the constitution provided for one representative from each Dominion. He. moved that there be two. On this Ihe was defeated. He then proposed that each Dominion should have two—• one resident in the Dominion and the other resident in Great Britain. This met with wholehearted support of the members of the board and will be referred back to the four associations of Great Britain for their approval as it neans an alteration of the constitution. It is confidently expected that that approval will be sanctioned.
The second question was relative to the laws of the game, in view of our rules being - different from those adopted by the International Bowling Board. On this he states in a communication that “the board expressed itself as having no intention to interfere in any way.” On January 18, the Dominion Bowling Council met and considered Mr. Pascoe’s report and a full copy of the minutes of the International Bowling Board, and as an outcome, Mr. Ivor Thomas, the captain of the Welsh section of the British bowling party which visited this Dominion some four years ago, has been appointed the New Zealand representative resident in Great Britain. The minutes of the meetings of the board disclose that much good work has already been accomplished. A minimum standard draw for bowls has already been adopted. Much data was collected from all the prominent bowl makers throughout Great Britain. After weighing this evidence, it was decided that the Scottish standard bowl shall be the standard bowl of the board. The decision will greatly interest New Zealand bowlers as it is described as being equal to Messrs. Thomas Taylor’s well-known number three bias. A master bowl was made which is to be kept for safe custody in an airtight case in safe deposit. Some twenty standard bowls were made conforming in every way to the master bowl, and remain the property of the board. These bowls are required annually to be tested with the master bowl to assure uniformity in every way. They will be supplied to the Official Bias Testers, to The National Association composing the board (other than Scotland and England), who have master standard bowls at the expense of the board.
Every effort is being made to have the bowls of the respective players conforming with the standard bowl at the earliest possible moment. An important decision was arrived at in respect to test matches. It was agreed that only i 4 the respective visiting teams were certified by the secretary of .National Associations who were responsible for the team’s visit to Great Britain, or by the secretary of the International Board, when a team was sent to the Dominions, as being of international standard, should representative or test matches be played. This will mean, of course, that associations will be obliged to pronounce whether their players are of sufficient playing ability to stage test matches and for them to decide whether they shall indulge in competitive events, or purely friendly games. - * * The position ol' the Dominion of New Zealand Association relative to the laws of the game was defined. In view of these rules being different from those adopted by the board, the chairman stated to Mr. Pascoe that the laws of the game adopted by the board had reference to the game as played only in Great Britain. It was not proposed to ask the Dominion associations to adopt these rules if they were not consistent with those adopted in their own country. In view of the foregoing decision the present reconstruction of rules in New Zealand will be of timely interest, as it must be incumbent upon New Zealand bowlers to unify their rules as speedily as possible, and so avoid complications that may arise in future test matches. General and deep regret is expressed by the bowlers of Auckland at the sudden death of Mr. C. W. Garrard. He was a player who had done much for 1 the sport in the 20 years he was resident in this city. He brought with him an intimate knowledge from other sports to bowling—being in the past both a Rugby and cricket representative of the Dominion. Joining the Remuera club, he served for a term of ten years as the delegate to the Centre for that club, and also took a seat on the Auckland Centre executive for that period. Two years ago lie moved to St. Heliers Bay, where he joined the local club. Just prior to his death he expressed himself delighted with the prospect of his retirement from the Education Department, of which he was a senior inspector of schools. Mans' - flags on many pavilions on Saturday were flown at half-mast in recognition of his death.

STANLEY CLUB DOINGS A competition which is creating keen interest among the Stanley members is for a pair of silver stars with gold centre, presented by Mr. M. Morgan. They are coaipeted for by “pairs” and the present holders are Baker and Anderson. The Stanley Bay Club championship rests between Cox. Ogilvie and M< - Master. Cox is a relatively new player who has shown excellent form; Ogilvie is a former champion of Takapuna. while McMaster was last year’s champion. The winner of Cox v. Ogilvie meets McMaster. DEVONPORT CHAMPIONSHIP The Devonport championship w m to F. J. H. Ellisdon for the second time in succession. He entered the final with a “life” to spare. Layzell, runner-up, lost by 9, but fought hard to equalise.
