FLEET TRANSFERRED
GERMAN HEADQUARTERS SHIFTED REMOVAL TO KIEL BERLIN, Tuesday. Although it will mean only 14 hours’ steaming to reach the North Sea it is felt that the transfer of the headquarters of the German fleet from Wilhelnfshafen to Kiel, which is taking place today, is an event of considerable importance. Especially will the change minimise French fears of Germany’s ultimate fleet of six “pocket battleships.” Also it can be interpreted as a resolve by Germany not to allow Russia to dominate the Baltic. Some commentators regard the transfer as a defensive gesture in answer to an unconfirmed report of the conclusion of a Franco-Danish agreement. The most outstanding impression, however, is that the move signifies Germany’s final renunciation of the North Sea.
