That the death penalty was the only thing which prevented London from becoming another Chicago, with revolver battles up and down the streets, was the opinion of Colonel Hales, Governor of Parkhurst Prison, who appeared before the Capital Punishment Committee now conducting investigations in England. Furthermore, he said, abolition would mean that it would be necessary to arm the police, which at present is the only force in Europe unarmed. Also it would be necessary to arm warders. “The gallows are the only just retribution for cold-blooded murder,” he added. “Daily association with convicts has taught me that professional burglars and motor-car thieves would not hesitate to murder to evade arrest.”
