OTTAWA, Monday. “India presents the most difficult problem of the Empire,” said Sir William Clark, British High Commissioner in Canada, addressing the Ontario Federation of Teachers. “The goal for India is Dominion status. When the Simon Commission reports there will be a round-table conference, when India can make counter-proposals. The same selfgovernment idea is being aimed at for other Crown Colonies. The troubles of India may be placed on the spirit of Britain itself in encouraging self-determination. Britain has no desire to repress legitimate aspirations.”
