TARIFFS NO REMEDY FOR UNEMPLOYMENT ADJUSTMENT NEEDED OTTAWA, Thursday. Disbelief that the increased tariffs as advocated by the Conservatives would solve the problems of Canada, or eliminate the seasonal difficulties with unemployment, was expressed in an address at Regina on Thursday night by the Minister of Finance, Mr. C. A. Dunning. "Canada, with a more moderate tarifT, has much less unemployment than the United States or Australia. A liberal policy of adjustments up or down, depending upon a careful study of all the factors involved, and having regard only to the interests of the Canadian people, is surely the best policy for the country at the present time. The best proof of the soundness of the policy is the tremendous strides that Canada has made in the past eight years.”
