BRITAIN DECLINES TO GUARANTEE POSITION OF CREDITS British Official Wireless RUGBY, Monday. The Secretary of State for Foreign Affairs, Mr. Arthur Henderson, was questioned in the House of Commons today about the Government’s attitude in respect of a loan or a grant of credit by it to the Soviet Government. The Minister replied that on January 6 he informed the Russian Ambassador that for the British Government to guarantee a loan raised hy any foreign Government would be to act contrary to its considered policy. Consequently it would find it impossible now to give an undertaking similar to that given in Article 12 of the general treaty of 1924 by the Labour Government of that day. With regard to credits, while there was uo direct grant of a British Government credit to the Soviet Government, the credits granted to trading organisations of the Soviet Government by traders in Britain were eligible for guarantees under the export credits guarantee scheme, subject to reference to the Advisory Committee appointed for that scheme.
