“SHABBY SCANDAL”
CONTRACTOR ON VICEROY’S HOUSE LET WORKERS STARVE PROTEST BY INDIANS Reed. noon. DELHI, Tuesday. A memorial submitted by the foreman of 2,500 coolies to the Viceroy, Lord Irwin, alleges that the completion of the Viceroy’s house and gardens iu New Delhi was disfigured by a shabby scandal. The contractor was repeatedly in arrears with his wages, until the coolies were in the greatest want. Many died when their liabilities grew heavy.. It is alleged that the contractor offered half-pay as a final settlement, and paid this by a series of dishonoured cheques. The memorial concluded: “It must he the poorest comfort to your Excellency to reside in the house knowing that the large number of men, women and children who laboured to make it are carrying on without food or shelter. They have been robbed of their hard-earned income hy contractors who are devoid of any sense of honesty.”
