SUBMITS TO ARMY AND NAVY PLEBISCITE POLITICS IN SPAIN United P. A.—By Telegraph—Copyright Reed. 1.40 p.m. MADRID, Sun. The seriousness of the political situation and the waning power of the dictatorship are evidenced in a remarkable Government communique to all military and naval heads, in which General Prime De Rivera declared he was voluntarily submitting himself to a decisive test by publicly asking the army and navy whether he still deserves their confidence. He adds that if this is not forthcoming, he will resign within five minutes of the verdict.
