NEW UNDER-SECRETARY

SIR EDWARD HARDING APPOINTED LONDON, Thursday. Sir Edward Harding has been appointed permanent Under-Secretary for the Dominions, in succession to Sir Charles Davis. Sir Edward John Harding, after leaving Oxford, entered the Civil Service in 1903. He was private secretary to the Secretary of State in 1912, and deputy-secretary at the Imperial Conferences in 1923 and 1926. Since 1925 he has been Assistant Under-Secretary of State for the Dominions.
