MOTOR SPEED LIMIT
DEBATE IN LORDS ABOLITION PROPOSALS LONDON, Wednesday. In the House of Uords today the discussion on the Road Traffic Bill was resumed. The proposal to abclish the speed limit prompted another lively discussion. Earl Howe, who is a well-known racing motorist, with many convictions for exceeding the present limit, moved an amendment to fix the limit at 40 miles an hour. Earl Russell asked Earl Howe if he intended to observe this limir, but the only response was a. smile. Earl Russell said the motion was an impertinence if its sponsor would not abide by it. The amendment was defeated by 70 votes to 8. Eari Howe then moved a new clause to establish a voluntary examination for the issue of driving certificates. He said there- was nothing in the Bill calculated to improve the conditions of the roads, which now resulted in an average yearly dcjatli-roll of 6,000. The clause was negatived on the voices.
