POLITICAL CRISIS LOOMING IN JAPAN PEERS FROWN ON ELECTIONS United P. A.—By Telegraph—Copyright Reed. 9.5 a.m. TOKYO, Monday. Emperor Hirohito returned from Hayama to Tokyo today. The Diet reopens tomorrow. The Government is facing a substantial Opposition majority and is prepared for an immediate dissolution. It is understood, however, than influential members of the Privy Council and the Upper House disapprove of the Government devoting its attention to elections during the Naval Conference in London.
