EXTRATERRITORIAL RIGHTS TO BE ABOLISHED FOREIGNERS’ PRIVILEGES Reed. 11 a.m. SHANGHAI. Friday. All the foreigners residing in China, who are at present enjoying extraterritorial privileges, after January 1 will be subject to laws promulgated by the Chinese Government, accord ■ng to an announcement issued by the the Foreign Minister, Mr. C. T. Wang. This decision, which had long been anticipated, was reached at an emergency meeting of the Central Political Council, which decided to issue an official mandate abolishing extraterritoriality, though it was previously acknowledged by Mr. Wang that it would be impossible to enforce it until the Powers agreed to the principle.
