An agreement reached at Habarovsk in the Sino-Russian dispute provides for the calling of a formal conference within a month of the restoration of the status quo ante in the Chinese Eastern Railway, an undertaking to refrain from mutually inimical action, and an unconditional release of prisoners, mutually.. Mukden promises to refrain from oppressive action against Soviet citizens. The joint commission will ascertain the damage on both sides.
This amounts to a complete acceptance by Mukden of the Soviet terms.
