APPEAL MADE TO CHINA AND SOVIET PEACE PACT REMINDER British Official Wireless Reed. 10.45 a.m. RUGBY, Tuesday. The French Government has presented a memorandum in terms similar to those presented by Britain and the United States to the Chinese and Soviet Governments, calling their attention to their obligations under the Kellogg Pact, in connection with the situation in Manchuria. The Secretary of State, Mr. H. L. Simeon, announces that the United States has appealed to Russia and China, in the name of the Kellogg Pact, for the renunciation of war, to avoid warlike measures in Manchuria and to adjust the dispute by pacific means.

The appeal referred especially to Article 2 of the treaty, and to the two nations’ earlier assurances that they would not resort to war unless attacked. It expressed the earnest hope of ihe United States that they would refrain from hostile measures.
