PRECEDENT FOR DELAY QUOTED
CONSERVATIVE DECISION Reed. noon. LONDON, Wednesday. The First Lord of the Admiralty, Mr. A. V. Alexander, in the House of Commons, said the late Government in 1927 agreed to two years’ delay in the completion of the. Singapore Base, without consulting the Dominions or colonies. Mr. Alexander stated that the contributions promised by the Malay States toward the cost of the Singapore Base were conditional upon the proposals remaining unaltered. The land was to revert to the Straits Settlements Government in the event of any alteration regarding the base, and the Admiralty was to pay its market value. The contributions promised by New Zealand and Hong-Kong were subject to no express conditions, except an implied condition that, the: money was to be spent on the development of the base.
