HKD PROPAGANDA.—The Moscow correspondent of the “Daily News” reports the publication of a declaration in the Trade and Industrial Gazette to the effect that “Britain must be kept in quarantine.” Russian business experts are advised by the paper that they must not hurry to place orders on the British market until the people of Britain have shown by their deeds that they intend to abandon their policy of persecution and intrigue with a menace of a renewed rupture.
