Outlining the paper's policy. Mr. W. Mellor, the editor, stresses it will he determined by the fixed policy, advocated and pursued from time to time, by the National Labour Parc and the Trade Union Congress. “The aim is clear— a great national newspaper appealing to all sorts and conditions, but inspired by a steady, unfaltering purpose.” The “Herald” will be enlarged, the staff increased. and insurance schemes introduced, together with a world-wide news service comparable to other national dailies of England.
