DOOMED TO FAILURE
GERMAN PETITION AGAINST YOUNG PLAN UTTER FIASCO PREDICTED Reed. 10 a.m. BERLIN, Wednesday. Preliminary figures show that the Young Plan petition is doomed to failure. The returns hitherto counted average only half the number of signatures required. Though the result will not be known till November 6, reliable estimates reveal it to be an titter fiasco.
