Important negotiations are nearing finality, by which Germany and the United States will sign a separate reparations agreement. The result will be that the United States will adopt an attitude of benevolent neutrality to the Young plan, without signing or ratifying it, and will remain aloof from the International Settlement Bank, but will also give a debt settlement to Germany similar to those of Britain and the Allies on the same footing.
