COMPULSORY INSURANCE SCHEME SUGGESTED FOR ENGLAND Australian and "N.Z. Press Association (United Service) Reed. 12.30 p.m. LONDON, Tuesday. The Ministry of Transport has drafted a scheme for compulsory insurance against third-party risks for consideration by representative motoring organisations. The main features are that every driver is liable to be stopped by policemen and ordered to produee*his instance certificate, just as now he is liable to be ordered to produce his driving licence. Certificates of exemption will be obtainable, however, by corporations and similar bodies who prove their ability to meet claims.

Secondly, the insurance companies and underwriters must satisfy the Ministry of their ability to pay claims. Only approved underwriters, who deposit £2,000, or insurance organisations depositing £15,000 will be allowed to undertake third-party risks.
