JAPANESE MINISTER
MR. TOKUGAWA PRESENTS CREDENTIALS FIRST ENVOY TO CANADA Australian and N.Z. Press Association (United Service) Reed. 9.57 a.m. OTTAWA, Monday. Mr. Iyemasa Tokugawa, the first Japanese Minister to Canada, presented his credentials at Government House today. Formerly he was Consul-General for Japan in Australia and New Zealand. Emphasising his two-fold mission as aiming at the preservation of peace and development of trade between the two countries, Mr. Tokugawa received newspaper representatives at the Legation residence. “Japan stands for peace on the Pacific,” he said. “Therefore she will welcome any measure of disarmament which can be effected at the Five Powers’ London Conference. I am glad to say at the moment that there are no pressing questions of a vexatious nature for me to take up with your Canadian Government. “The Japanese Government’s attitude on immigration is that, until your Dominion is prepared to welcome more of our people as immigrants, {here is little use in urging the matter. “Japan is favourable toward disarmament. Complete disarmament is impossible, at the present time. Jt is all a question of balance. “Nobody doubts the merits of the Singapore naval base from the British point of view, for the protection of trade routes, and, according to my belief, the Japanese Government has never from the first, had any fears concerning this base.”
