FUTURE OF DOMINIONS

GREAT CONFERENCE STARTS IN LONDON DISCUSSION ON LAWS Australian and N.Z'. Press Association LONDON, Monday. The conference on the operation of Dominion legislation and merchant shipping legislation is to be opened in London tomorrow. The British representatives will be Lord Passfield, Secretary of State for the Dominions; Mr. | W. Graham, President of the Board of j Trade; and Sir William .Towit.t, Attorney-General. Delegates from all the Dominions and India will take part. It is pointed out at the Dominions Office that there is some confusion in the public mind between tomorrow’s conference and the Economic Conference. Both are subsidiaries of the Imperial Conference, but they have different functions and probably a different personnel. Tomorrow’s conference is to deal solely with constitution and legal matters. Although Lord Passfield will preside the Attorney-General probably will deliver the opening address and formulate the line of procedure to be followed. The Economic Conference probably will be held immediately antecedent .to the Imperial Conference in 1930. ! The delegates will include Ministers . of the British and Dominions Govern- ; ments. j The Dominions Office cannot confirm the promise made by Mr. J. H. ; Thomas. Lord Privy Seal, that the i next Imperial Conference shall he held in Canada, because the place of meet- ; ing depends upon the unanimous coni currence of the Dominions. At present j they favour London as the place of ; meeting.
