PARLIAMENT APPROVAL REQUIRED PROPOSED AGREEMENT British Official Wireless Reed. 10 a.m. RUGBY, Thursday. The document embodying the procedure to be followed on the resumption of full diplomatic relations between Great Britain and Russia, regarding which an agreement was reached in Tuesday‘s conversation between the Foreign Secretary, Mr. Arthur Henderson, and M. Dovgalevsky, was signed today by the Foreign Secretary and the Soviet envoy. The document will be submitted to both Governments, and will require the approval of Parliament before becoming operative.
